Sembawang Engineering Delivers US$150m Platforms
Sembawang Engineering (SEPL) has completed the design, procurement and fabrication portion of the turnkey ACT (Agip Chevron Texaco Operators Group) platforms contract worth about US$150 million. This Contract was secured in 1993 in consortium with Heeremac the world's largest offshore installation contractor amidst stiff competition from many international companies. The completion of the ACT platforms marks yet another milestone for SEPL as this represents the largest project of its kind awarded to a Singapore yard.
Fabrication of the topsides and jackets which began in 1993 was completed in early February 1995. The topsides weighing 3200 tons each were constructed in SEPL's yard in Singapore while the jackets weighing a total of 6000 tons were fabricated at Sime Sembawang Engineering's (SSE) Teluk Ramunia yard in Johore. SSE is a joint venture between Sime Darby and Sembawang Engineering.
The ACT Project awarded by the Agip Chevron Texaco Group involved the engineering procurement, construction, transportation, installation, hook-up and commissioning of 2 oil production/utilities/drilling platforms for the Huizhou Field Development in the South China Sea.
The first jacket left the Teluk Ramunia yard in early February 1995. The second jacket left the Teluk Ramunia yard in February 1995. On 20 February, the platforms will leave SEPL's yard and be transported by barge to the Huizhou field approximately 100 miles Southeast of Hong Kong. Upon arrival of the jackets and platforms at the site, installation, offshore hook-up and commissioning will commence.
The team from SEPL and Heeremac will perform offshore installation and commissioning from March to June 1995 and handover the platform to ACT Operators Group on 13 June 1995.
SEPL worked on several offshore projects for China in the past. In 1990, SEPL completed and supplied a drilling/workover rig to the Act Operator's Group for the Huizhou field. Subsequently, SEPL took on a project from Nanhai West Oil Corp. to fabricate Utilities, Living Quarters and Production Integrated Topsides for the Weizhou field in Beibu Gulf near Hainan Island.
